Heidi McConnell

Chief Operating Officer

Ms. McConnell has oversight for CPRIT’s daily operations, including financial administration, grants management administration, communications, governmental relations, and information technology services. Most recently, she served as Senior Budget Advisor to Governor Rick Perry. In this capacity, she worked on a range of issues addressing the state budget and was the principal advisor on CPRIT.

Ms. McConnell served as a Governor’s Advisor for Health Services between 2001 and 2006, working on an array of health care policy and finance issues for the Medicaid program, Children’s Health Insurance Program, public health disease prevention and control programs, and health care regulation.

In addition, Ms. McConnell has worked as a budget analyst at the Legislative Budget Board and a program manager for a federally funded technology management training program at The University of Texas at Austin’s IC2 Institute.

A native of Austin, Texas, Ms. McConnell earned a bachelor’s degree in political science from Yale University and a Master of Public Affairs from The University of Texas at Austin’s LBJ School of Public Affairs.

Ms. McConnell joined CPRIT in June of 2009.
